251 - Refusal Sender

Russia Compliance Owners generate the 251 - Refusal Sender report to capture a voided sales shipment previously reported in a 415 - Move Order report.

Configuring the report

  1. Hover over Company Administration on the User Profile in the top right of any screen, and then select Workflow.
  2. Select the Generate 251 - Refusal Sender Report Resulting Actions checkbox for the Void Shipment - Sale workflow Event.

    or

    Select the Generate 251 - Refusal Sender Report Resulting Actions checkbox for the ESM Void Shipment - Sale workflow Event (required if sending and receiving ESM integration messages).

  3. Select Save in the top left of the screen, above the results table.

    The screen refreshes, and the workflow is enabled.

The Russia Compliance application generates the 251 - Refusal Sender report when TraceLink processes a Void Shipment - Sale or ESM Void Shipment - Sale event and the following conditions are met in the interface where the event occurred:

  • The products have a Packaging Code Type of GTIN-14 with a Packaging UOM (unit of measure) of Each.
  • The products have a Target Market of Russia.
  • The shipment has a Sale Type of Sale - In Country.
  • The Ship From Country Code is Russia.
  • The Ship To Country Code is Russia.
  • The Ship To Location has a 14-character Russia Account Number in Partner Master Data.
  • The shipment's Contract Type and Supply Type meet one of the following conditions:
    • The Contract Type is Agency Sales Agreement, Commission Sales Agreement, or Government Contract and the Supply Type is not Free of Charge Distribution, Contract Manufacturer Buyback, or is not set.
    • The Contract Type is not Agency Sales Agreement, Commission Sales Agreement, or Government Contract, or is not set, and the Supply Type is Free of Charge Distribution or Contract Manufacturer Buyback.
    • The Contract Type is not Agency Sales Agreement, Commission Sales Agreement, or Government Contract, or is not set, and the Supply Type is not Free of Charge Distribution, Contract Manufacturer Buyback, or is not set.

The following requirements must be met in the associated Sales Shipment (XML) or ESM Shipment (XML) message:

  • In Product Master Data, the products must:
    • Have a PackagingCodeType of GTIN-14 with a PackagingUOM (unit of measure) of each.
    • Have a TargetMarket of RU.
  • In Partner Master Data, the ShipToLocation must have a 14-character Russia Account Number.
  • The cmn:ShipFromCountryCode and cmn:ShipToCountryCode must both be RU.
  • The shipment must have a cmn:SalesDistributionType of INCOUNTRYSALE.
  • The cmn:ContractType and cmn:SupplyType must meet one of the following conditions:
    • The cmn:ContractType is AgencySalesAgreement, CommissionSalesAgreement, or GovernmentContract and the cmn:SupplyType is not ContractManufacturerBuyback, or FreeofChargeDistribution, or is not set.
    • The cmn:ContractType is not AgencySalesAgreement, CommissionSalesAgreement, or GovernmentContract, or is not set, and the cmn:SupplyType is ContractManufacturerBuyback or FreeofChargeDistribution.
    • The cmn:ContractType is not AgencySalesAgreement, CommissionSalesAgreement, or GovernmentContract, or is not set, and the cmn:SupplyType is not ContractManufacturerBuyback, FreeofChargeDistribution, or is not set.

Use the following message to generate the 251 - Refusal Sender report:

The following requirements must be met in the associated Sales Shipment (EPCIS v1.2), Shipment Event (EPCIS v1.2), or ESM Shipment (EPCIS v1.2) message:

  • In Product Master Data, the products must:
    • Have a PackagingCodeType of GTIN-14 with a PackagingUOM (unit of measure) of each.
    • Have a TargetMarket of RU.
  • In Partner Master Data, the ShipToLocation must have a 14-character Russia Account Number.
  • The tl:shipFromCountryCode and tl:shipToCountryCode must both be RU.
  • The shipment must have a tl:salesDistributionType of INCOUNTRYSALE.
  • The tl:contractType and tl:supplyType must meet one of the following conditions:
    • The tl:contractType is AgencySalesAgreement, CommissionSalesAgreement, or GovernmentContract and the tl:supplyType is not ContractManufacturerBuyback, or FreeofChargeDistribution, or is not set.
    • The tl:contractType is not AgencySalesAgreement, CommissionSalesAgreement, or GovernmentContract, or is not set, and the tl:supplyType is ContractManufacturerBuyback or FreeofChargeDistribution.
    • The tl:contractType is not AgencySalesAgreement, CommissionSalesAgreement, or GovernmentContract, or is not set, and the tl:supplyType is not ContractManufacturerBuyback, FreeofChargeDistribution, or is not set.

The Void Shipment (SOAP) message can be used to generate the 251 - Refusal Sender report if the above report conditions are met for the following associated message:

Generating the report

  1. Hover over Modules, and then select Serialized Operations Manager.
  2. Expand the Outbound Movement drop-down and then select View Deliveries.
  3. Select the manufacturing location that provisioned the serial numbers from the Show Data From drop-down in the upper right.
  4. Locate the sales shipment to void:
    1. Select Sale - In Country from the Shipment Type drop-down.
    2. Select Submitted from the Status drop-down.
    3. Select Search.
  5. Select the Delivery Number of the shipment to be voided in the results table.
  6. Review the shipment to ensure that it meets the following criteria:
    • The Shipment Type is Sale - In Country.
    • The Ship From Country Code is Russia.
    • The Ship To Country Code is Russia.
    • The Ship To Location has a 14-character Russia Account Number in Partner Master Data.
    • The shipment's Contract Type and Supply Type meet one of the following conditions:
      • The Contract Type is Agency Sales Agreement, Commission Sales Agreement, or Government Contract and the Supply Type is not Free of Charge Distribution, Contract Manufacturer Buyback, or is not set.
      • The Contract Type is not Agency Sales Agreement, Commission Sales Agreement, or Government Contract, or is not set, and the Supply Type is Free of Charge Distribution or Contract Manufacturer Buyback.
      • The Contract Type is not Agency Sales Agreement, Commission Sales Agreement, or Government Contract, or is not set, and the Supply Type is not Free of Charge Distribution, Contract Manufacturer Buyback, or is not set.
  7. Select Void Delivery.
  8. Select the Reason for voiding the shipment:
    • Correction
    • Damage
    • Damaged in Facility
    • Damaged in Transit
    • Data Issue
    • Destroyed
    • Expired
    • Found Inventory
    • Investigation
    • Lost Inventory
    • Order Cancelled
    • Order Rejected
    • Other
    • Over Receipt
    • Over Ship
    • Physical Count
    • Recalled
    • Receiving Error
    • Shipping Error
    • Short Receipt
  9. Select the effective date for the shipment cancellation in the Transaction Date field (optional).
  10. Enter any additional information about the void event in the Description field.
  11. Select Yes from the Order Canceled? radio buttons to indicate that the delivery is being voided because the order was canceled.
  12. Select Submit, and then select Confirm in the dialog.

    The View Voided Delivery screen displays, and TraceLink begins voiding the shipment. The Serial Number Status and Item Status of the serial numbers in the shipment are set to Commissioned and Available at the location that the items were shipped from, and the aggregation hierarchy remains unchanged.

Compliance report details

  • Report Date – The date and time that the report generated.
  • Report ID – The report's MDLP document ID.
  • Report Type – 251 - Refusal Sender.
