391 - Return to Circulation

Russia Compliance Owners generate the 391 - Return to Circulation report to capture information about each-level serial numbers with a Serial Number Status that is updated from Decommissioned to Commissioned.

Configuring the report

  1. Hover over Company Administration on the User Profile in the top right of any screen, and then select Workflow.
  2. Select the Generate 391 - Return to Circulation Report for Returning Decommissioned Product to the Supply Chain Resulting Actions checkbox for the Update Serial Number Status - Available workflow Event.

    or

    Select the Generate 391 - Return to Circulation Report for Returning Decommissioned Product to the Supply Chain Resulting Actions checkbox for the ESM Update Serial Number Status - Available workflow Event (required if sending and receiving ESM integration messages).

  3. Select Save in the top left of the screen, above the results table.

    The screen refreshes, and the workflow is enabled.

The Russia Compliance application generates the 391 - Return to Circulation report when TraceLink processes an Update Serial Number Status - Available or ESM Update Serial Number Status - Available event and the following conditions are met in the interface where the event occurred:

  • The products have a Packaging Code Type of GTIN-14 with a Packaging UOM of Each.
  • The products have a Target Market of Russia.
  • The Serial Number Status is updated from Decommissioned to Commissioned.
  • In the previous decommission event, the Reason Code was Sampled By Authorities or Withdrawn - Experiment.
  • In the previous decommission event, a Destruction Method was not specified.
  • In Product Master Data, the products must:
    • Have a PackagingCodeType of GTIN-14 with a PackagingUOM (unit of measure) of each.
    • Have a TargetMarket of RU.
  • The cmn:SerialNumberStatus is updated from DECOMMISSIONED to COMMISSIONED.
  • In the previous decommission event, the cmn:UpdateSNStatusReasonCode was SAMPLED_BY_AUTHORITIES or WITHDRAWN_EXPERIMENT.
  • In the previous decommission event, a cmn:DestructionMethod was not specified.

Use any of the following messages to generate the 391 - Return to Circulation report:

  • In Product Master Data, the products must:
    • Have a PackagingCodeType of GTIN-14 with a PackagingUOM (unit of measure) of each.
    • Have a TargetMarket of RU.
  • The action, bizStep, and disposition values are updated to change the serial number status from DECOMMISSIONED to COMMISSIONED.
  • In the previous decommission event, the tl:updateSNStatusReasonCode was SAMPLED_BY_AUTHORITIES or WITHDRAWN_EXPERIMENT.
  • In the previous decommission event, a tl:destructionMethod was not specified.

Use any of the following messages to generate the 391 - Return to Circulation report:

  • In Product Master Data, the products must:
    • Have a PackagingCodeType of GTIN-14 with a PackagingUOM (unit of measure) of each.
    • Have a TargetMarket of RU.
  • The SerialNumberState is updated from DECOMMISSIONED to COMMISSIONED.
  • In the previous decommission event, the SampledByAuthorities was set to true.
  • In the previous decommission event, a DestructionMethod was not specified.

Use the following message to generate the 391 - Return to Circulation report:

Generating the report

  1. Hover over Modules, and then select Serialized Operations Manager.
  2. Expand the Status Update drop-down and then select Update Serial Number Status.
  3. Select the manufacturing location that provisioned the serial numbers from the Show Data From drop-down in the upper right.
  4. Select Commissioned as the Serial Number Status.
  5. Select the Item Status for the product associated with the serial numbers:
    • Available – The item is available for picking.
    • Blocked – The item is unavailable for picking.
    • Pending Receipt – The transfer of ownership is in an interim state because the shipment awaits receipt confirmation at the receiving location.
    • Picked – There is an item reservation against a specific outbound delivery indicating item picking is complete.
    • Received – There is an item reservation against a specific outbound delivery indicating items are received.
    • Shipped – The transfer of ownership is in an interim state because the shipment is in transit to the receiving location.
    • Under Investigation – The item is quarantined or in a holding state due to a product investigation. The serial number cannot be included in a sales shipment.
  6. Select the Reason Code for the update (optional):
    • Damaged – The product is damaged.
    • Recalled – The product is recalled by the MAH.
    • Expired – The product reached its expiration date.
    • Sampled – The product is sampled for quality testing.
    • Misplaced – The product is missing.
    • Stolen – The product is stolen.
    • Withdrawn – The product is removed from the market by the MAH.
    • Quality Released – The product's quality inspection is complete.
  7. Select the Update Type:
    • Product Status Update – The product's status changed, and the serial number status needs to be updated accordingly.
    • Modifying Incorrect Product Status – The current serial number status is incorrect.
  8. Enter a Reason Description for the update with a maximum of 100 characters (optional).
  9. Enter the decommissioned Serial Numbers to be updated to commissioned by selecting one of the following:
    • Select Upload Serial Numbers from File:
      1. Select Choose File.
      2. Browse for and select the desired CSV file.
        3. The CSV file must be smaller than 50MB and cannot contain headers. Only 1 file can be uploaded per session.

      or

    • Select Scan Serial Numbers:
      • Enter the serial numbers (limit of 30,000 characters).

        or

      • Scan the serial numbers (limit of 30,000 characters) with an external scanner.
  10. Select Submit.

    TraceLink updates the Serial Number Status, Item Status, and item attributes for the container, child, and sub-child items.

Compliance report details

  • Report Date – The date and time that the report generated.
  • Report ID – The report's MDLP document ID.
  • Report Type – 391 - Return to Circulation.

Status Update Party ID

The identifier of:

  • The entity that performed the status update, if the status update occurred in Russia.

    or

  • The product's MAH, if the status update did not occur in Russia or occurred at a Russian customs location.

Location of the status update event:

  • If the location where the status update takes place is inside of Russia, value is the 14-character or 36-character Russia Account Number of the updating location.
  • If the location where the status update takes place is not in Russia or is a Russian customs location, value is the 36-character Russia Account Number associated with the product's MAH.

Reason Code in the previous decommissioning event. Displays as one of the following:

  • 1 - Withdrawn - Experiment – The product was withdrawn from the market during the course of an experiment.
  • 7 - Sampled by Authorities – The product was sampled by government authorities.
