ESM Commission Overview
The Commission message enables Owners to report the commissioning of a serial number, which enables the use of that serial number and associates it to a product, capturing that product’s attributes. More specifically, the act of commissioning associates a serial number to a product’s 2D barcode, which then contains the serial number and relevant product information (e.g. country drug code, lot number, expiration date).
Companies can use the Commission message to commission serial numbers for products at different packaging levels, such as cases or inner packs. If the container being commissioned contains child serial numbers, those serial numbers are associated with the parent serial number of the container.
Important Use Case Information


Packaging Level is mandatory when:
- Using the Serialized Operations Manager ESM Commission Message to commission GTIN, NTIN, or China serial numbers.
- Event workflow triggers are enabled for any of the following:
- Any Serialized Operations Manager Serialized Shipment Message to notify Ship To Party of a transfer shipment.
- Any Serialized Operations Manager Serialized Shipment Message to notify Sold To Party of a transfer shipment.
- India Compliance workflow triggers for government reporting notifications.
- Product Track Brazil workflow triggers for trade partner event notifications.
- Brazil Compliance workflow triggers for government reporting notifications.
In these cases, if the packaging level is omitted in the initial ESM Commission of the SSCC, the system generates an error while generating the subsequent outbound transaction that requires the presence of the packaging level.

Packaging level is conditionally required when using the Serialized Operations Manager ESM Commission Message to commission SSCCs. The packaging level may be omitted if an outbound triggered event does not require the packaging level to be included in the outbound message.
